A high-performance European broadband network for
education and research is a backbone network connecting primarily
NRENs and other institutional networks. The decision whether an
institution or organisation qualifies for using the infrastructure
is made exclusively on the national level where Acceptable Use/r
Policies (AUP) will be applied according to the requirements of
the relevant national authorities. It is of course necessary to
have national AUPs harmonised on a European level. While this European
harmonised framework for AUP uses a reasonably and justifiably broad
definition of acceptable academic/cultural/educational and research
use, each connecting national network is free to apply narrower
criteria for acceptable users. Therefore there is no need for an
extra AUP on the European level, and none of the participating institutions
shall be allowed to impose its AUP on the European backbone network
or on any other partner connected to it.
Acceptable use/r policy varies among European countries, depending on the NREN structure. This not only has direct consequences as to who can use the network but also on the kind of traffic allowed on it. It is typical for European NRENs that, besides pure academic, educational and research traffic, commodity internet traffic to its user institutions is constituting an integral and important part of the overall traffic pattern. |
