In order to deal with the complex management issues
mentioned above it is necessary to have a management organisation
in place which ensures that not only the planning, organising and
procuring of infrastructure and services is taken care of adequately
but also the required skills of accounting and financial management
of activities involving the proper handling of huge amounts of money
are guaranteed. With such an organisation in place neither national
funding organisations nor the European Commission should be involved
in any day-to-day or other business issues. There should be no interference
at all with the operational management neither by national funding
organisations nor by the EC.
The questions of partnership with industry, procurement issues, interconnection principles etc. should be left to the management organisation and the National Research and Education Networks, acting within the framework of any policies on such matters laid down by their respective funding bodies. The control of operational issues should lie solely with the National Research and Education Networks. To this aim, National Research and Education Networks and the managing organisation will establish regulations for decision and control procedures (together e.g. with the 4-year concept) that ensure smooth and efficient management and control.
If there arises a need to deviate from approved budget plans the management organisation has to seek the approval of the National Research and Education Networks and the funding organisations. |
